This cartoon could have been created in 2007-2008 and would still be completely relevant. The illustration show a a couple of citizens watching a group of politicians joyriding with alcohol and "loose" women spending the taxpayer's money. the title of the cartoon "But we hadn't counted on it being used for joyriding!"
